The City of Covington is seeking a highly motivated team member to perform activities to support current planning-related functions, particularly involving coordination of the permitting process and providing assistance issuing city permits. This is a full-time (40 hours per week) position, which is FLSA-covered and eligible for overtime compensation.
Representative responsibilities include but are not limited to: verification that application documents are complete, logged, and filed; calculation and acceptance of fees; tracking and routing of documents for review; verification of project completion; and appropriate notification to applicants when necessary. Ongoing assistance must be provided to the general public, contractors, developers and federal, state and local jurisdictions which requires a knowledge and understanding of planning, building and construction terminology and administrative procedures. Information must be provided regarding individual projects and miscellaneous assistance to the Permit Center Manager, city staff, and other internal and external customers. Daily duties also include departmental clerical duties to assist in the development and maintenance of filing systems, application forms, and the permit tracking system.
The successful candidate will be proficient in MS Office software, have working knowledge of Bluebeam and Adobe programs, and possess fully developed verbal and written communication skills. Education and Experience:
Minimum Criteria: Any combination equivalent to: One (1) year of specialized/technical training in building codes and/or engineering technology; or one (1) or more years of planning experience involving significant interaction with the general public, preferably in a customer service capacity; or an Associate of Arts (AA) Degree; or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those previously listed.
Preferred Criteria: (In addition to Minimum Criteria) Bachelor’s Degree in Regional/Urban Planning, Construction Management or a related field. Experience as a municipal government employee. Knowledge of an electronic permit tracking system. Certification as a Permit Technician through the International Code Council (ICC).
A different, yet equivalent, combination of education and experience than the aforementioned that effectively demonstrates the ability to successfully carry out the requirements of the position may be considered.
A valid Washington State Driver’s License with a driving record free of serious or frequent violations; acceptable results from a nationwide criminal background check; and proper documentation to fulfill the requirements of the Immigration and Nationality Act within three (3) days of employment.

Interviews are planned to take place in person at Covington City Hall. The interview will consist of a maximum of 5 people (including the candidate) who must all first pass a wellness check consisting of a forehead temperature check and answers to several questions, and wear a mask upon entering city hall and for the entire duration of the interview (including the candidate). They will be separated by a distance of more than 6 feet in an oversized, well-ventilated room (the city’s council chambers).
